Hal is a native of Jefferson City. He received his bachelor of business administration degree from Southern Methodist University in 1984 and his legal degree from the University of Missouri-Columbia in 1987.

Hal is managing shareholder of Gibbs, Pool, and Turner PC. Hal personally concentrates his practice in the areas of Business Organization formation and governance, Health Care/Physician Group Practice and Compliance, Real Estate Transactions, and Estates and Trusts. This concentration developed through the representation of a substantial number of businesses and business owners, taking them from the formation stage, through operations, to business succession for the owners and their families.
